Dog Butchers in Iloilo

The CIDG raiding team was composed of Police Officer III Rey Tenala, Police Officer II Vicente Demadara and led by Police Senior Inspector Editor O. Himbing. Leading the AKF Inc. group was Charles Wartenberg and ably assisted by Luis Buenaflor, Winston Samaniego and Brando Gegway. Likewise, accompanying them were Jim Depra, Regional Animal Welfare Officer and Dr. Tom Forteza, Iloilo City Vet. A full media complement came with the raiding party and the raid was covered live nationwide over DYFM Radio Bombo. It also got airplay on television both locally and nationwide on ABS-CBN TV 2 and GMA TV 7, plus getting the front page on 3 local papers and on the Philippine Star. The raid was the first ever conducted in the area so a precedent was set and it created quite an impact. (LMBJr.)

Balasan - Operatives of the Animal Kingdom Foundation Inc. (AKF Inc.) together with elements from the Criminal Investigation and Detection Group (CIDG) of the Philippine National Police Region 6 conducted a raid against a certain Ludegario Guzman, Jr. aka "Ampi", dog trader extraordinaire in Brgy. Pani-an, Balasan, Iloilo.
As a result, Guzman was caught in the act of slaughtering twenty-one dogs whilst the raiding team was able to rescue seventeen live dogs, which were brought to the care of the Iloilo City Pound. Arrested with Guzman were his two helpers Florencio Teodosio and Edwin Bernales who decided to turn state witness against him.

The suspects were detained at the CIDG jail and were charged with violation of RA 8485 otherwise known as the Animal Welfare Law. Guzman is notoriously known for shipping tons of slaughtered dog meat to Manila and passing them off as goat meat.


Pulupandan - Sometime last August 2004, operatives of the Criminal Investigation and Detection Group Bacolod (CIDG), acting upon a search warrant issued by the Regional Trial Court of Bago City , raided an illegal dog slaughterhouse in Esteban Subdivision, Municipality of Pulupandan , Negros Occidental.

One Genaro Animay, an elected Councilor of the Municipality of Pulupandan owns the said illegal dog slaughterhouse. "Animay" is notorious for shipping tons of slaughtered dog meat to Manila disguised as goat meat.

Councilor charged with violation of Animal Welfare Law

The raid was the result of months long surveillance conducted by AKF Inc. operatives Luis Buenaflor and Winston Samaniego who provided all the necessary information to CIDG Bacolod for them to conduct the said operation.

The CIDG raiding team was able to confiscate numerous paraphernalia used for slaughtering dogs and freezers full of slaughtered meat, which were tested and confirmed by the National Meat Inspection Service as dog meat.

As a result, Genaro Animay was charged in court for violation of RA 8485 otherwise known as the Animal Welfare Law. The Animal Kingdom Foundation Inc. likewise filed a complaint with the Department of the Interior and Local Government against Genaro Animay, why an elected public official is violating the law instead of upholding it.
